Poland: Judicial Independence and Mandatory Retirement

The Court of Justice of the European Union quashes the Government of Poland’s attempt to lower the mandatory retirement age for Supreme Court judges. https://www.icj.org/poland-court-of-justice-ruling-must-herald-return-to-rule-of-law/

That sounds good. But… what about vetting? Permissible? Not permissible? What if a country does want an independent judiciary, just not the state-directed judiciary they currently have? Can judges who are incapable or dishonest or both resist measures to replace them on the basis that they interfere with judicial independence.
